The first phase, reporting in 2026, will make recommendations about how the current system can be reformed in the medium term. The second phase, reporting by 2028, will make longer-term recommendations for the transformation of adult social care. While the review has been welcomed, many have asked why the process will take so long, given the desperate state of the sector and the numerous other commissions and reviews which have already reported.
